David E. Harrell Memorial Scholarship

Mrs. Jenny Harrell presents the first David E. Harrell Scholarship to Caleb Boe KDØOZK.



SEMARC has established a $1000 scholarship in support of an area high school senior who is a licensed amateur radio operator and will be attending a two-year or four-year technical school, college or university. The scholarship is offered to seniors at the following schools:
  • East Ridge
  • Hastings
  • Math and Science Academy (Woodbury)
  • New Life Academy
  • Park
  • Simley (Inver Grove Heights)
  • South St. Paul
  • Woodbury, or
  • any home schooled student who lives in these districts.


The scholarship was founded in memory of SEMARC founder and first president David E. Harrell. He was instrumental in establishing the club as a non-profit organization in 1987. His passion was helping youth become interested in amateur radio and getting their first ham license. Dave worked more than 35 years at KSTP-TV, St. Paul, as a video control engineer, cameraman and studio lighting technician before retiring in 1991.

The scholarship program for 2026 has been modified to enhance the opportunity for students interested in Amateur Radio to receive our $1000 scholarship. Students will now apply on-line through the ARRL Foundation website. There you will find all the necessary forms to fillout and submit on-line. Using this application process allows us to provide the student access to 150 additional amateur radio scholarships with this one application. These additional scholarships range from $500 to $25,000. Other scholarships may have different requirements to qualify. There are no limits on what the student can qualify for through this process. To apply the student must hold a valid FCC amateur radio license of any class. A full list of requirements can be found on the application site. SEMARC Requirements to apply for our scholarship within the Foundation program

  • Award Amount: $1,000
  • Number of Awards: 1 per year
  • License Requirement: FCC issued amateur radio license, any class
  • Region: Resident of Minnesota
  • Field of Study: Applied sciences, technology, engineering, or mathematics (STEM)
  • Institution: An accredited 2- or 4-year college, university, or trade school within the United States
  • Other: Must be a high school senior at time of application and have a grade point average requirement of 3.0 or higher out of a maximum of 4.0.
